Ventura County, Calif., is home to roughly a thousand children who end up in the tough and disruptive world of foster care. These adolescents live transient existences, sometimes changing homes two or even three times in a year.

But officials in Ventura County have an idea that might help: Give every foster kid an "electronic backpack." The county announced in June that it will phase in a digital repository of health, education and juvenile probation records for foster youth that will be stored and accessed from one centralized location. While policymakers have sought for years to improve electronic medical records for the general population, the issue is particularly relevant for children in foster care, who tend to suffer disproportionate rates of physical ailments, such as asthma, dental decay and malnutrition.

A Kansas woman said she let her daughter move to Pierce County with child-rape suspect Terapon Adhahn six years ago because she thought it was the best option for the then-rebellious 12-year-old girl.

According to charges filed earlier this week, Adhahn repeatedly raped the girl over the four years they lived together, at least once at gunpoint. Charging papers say the girl went to live with Adhahn with her mother's blessing, because the woman was having difficulty with the girl's behavior.

There are a lot of similarities to chili and homeschooling. There are as many "recipes" to a successful homeschool as there are recipes for chili. So what do homeschools have in common? Well, they usually have at least one teacher. Many times it's the mother, and many times she does stay at home.

Mexican lawmakers will ask the U.S. Senate to create a registry of all commercialized firearms in border states, which includes California, Arizona, New Mexico, and Texas. Mexico says it will make it easier to trace guns used in violent attacks.

The measure was reportedly approved on January 9 by Mexico's Permanent Commission, a government entity that meets when Mexico's Senate and the Chamber of Deputies is in recess. Gun owners in Arizona are calling the proposal "foolish" and an "invasion of privacy."

The current measles outbreak and measles vaccines are a hot topic of debate raging in both the mainstream and alternative media. However, it would appear that the mainstream media's reporting on this issue is leaving out some very important facts.

Given the severity of the issue and the current rhetoric, which includes some in the mainstream media calling for criminal prosecution and incarceration of parents who refuse the measles vaccine, it is very important that all the facts involving the measles vaccine are revealed to the public. Unfortunately, one topic in the discussion about measles vaccines that the mainstream media is completely ignoring is the fact that whistleblowers have come forward to reveal massive fraud connected with the current measles vaccine.

The head of children's social services in Kent says carers and other agencies are "pushing the nuclear option" of asking for risk assessments of vulnerable children too often.

Rosalind Turner, Kent county council's managing director of children's services, said heightened sensitivities about child abuse was placing an unnecessary burden on social workers because so many more risk assessments were being carried out.

During a tour in Iraq, Infantryman Jeremy Sparks's Army convoy was driving over a bridge when the entire structure collapsed. "We just dropped, it was like something out of a cartoon," Sparks said.

The 40-year-old veteran was a rear gunner on a Stryker military vehicle, standing up out of a back hatch when the vehicle careened into the sandy riverbed below. The impact of the fall threw him to the back of the Stryker, giving him such severe whiplash that it herniated two of the major nerves in his neck.
