Like the growing numbers passing through social services each month, Crowe is up against a wall that is a distinct structure of the poor. By losing her home, she's lost the privilege of choice.

Jolly said DSS does not place people but rather determines what rent amount they are entitled to. The agency will find them a home, he said. Crowe found an apartment in Middletown that was $114 per month more than the $735 that DSS allotted her.

Members of law enforcement, Child Protective Services and the Sacramento County Probation Department conducted a truancy sweep Thursday. The goal was to get children back in school.

Officials visited the homes of parents whose children haven't been showing up for school. They called it a "knock and talk." Officers warned parents that if their child continued to be truant, arrest warrants could be issued. Authorities said they are trying to make a difference.

A bitter standoff between the parents of a 12-year-old and Texas social workers and doctors over radiation treatment ended on Friday on a somber note with a medical report that the girl's Hodgkin's disease, which had seemed in remission, had reappeared.

The parents, Michele and Edward Wernecke, lost custody of their daughter Katie a week ago, after opposing radiation therapy as unnecessary. When the new test results were announced at a hearing in juvenile court, the parents quickly complied and agreed through their lawyers to let doctors set the course of treatment, which could resume in days.

Five hundred employees at Franklin County Children Services were poised to go on strike Tuesday night after being unable to reach a new contract with the county.

Union members were set to begin striking at 7 a.m. Wednesday at all six locations where FCCS has offices. The social service agency wants the employees to start paying a portion of health care premiums. But the workers argue that they have already sacrificed higher wages in exchange for better benefits.
